He adds that the recurring weakness is often not an absence of policies but a failure to ensure “technology, algorithms and operational processes actually work in practice”. Some of the QuinnBet issues followed a platform migration, underlining the need to retest controls whenever systems change.

In October 2024 the then-prosecutor general ordered the freezing of e-wallets and the suspension of mobile lines used by betting agents. Separately, in February this year, officials said regulators were working with the telecoms authority and the media council towards blocking about 80% of betting applications by the end of that month.

A separate private member’s bill was tabled by MP Martha Mahrous in January 2025. It proposed prison terms of two to five years and multi-million-Egyptian-pound fines for promoters, agents and payment facilitators. It has also gone nowhere.

While appearing before Navarro on Thursday, Rashid admitted to a series of breaches of his supervised release that prosecutors said showed he had not reformed.

They included tampering with a witness, lying to probation officers about a cell phone, illegally recording a phone call, maintaining a concealed “sex room” inside his home, failing a drug test, and associating with a convicted felon.

Navarro told Rashid she doubted his claims of rehabilitation, saying she was “very disappointed” and “not sure I believe” he is a changed person.
